The deployment and saftey of response teams is critical during disaster events. It is therefore critcial that dispersed teams have 1). effective communications to enable coordinated activities and 2). reduce their burden on damaged communications infrastructure to ensure the focus is on providing rapid and safe support to those in need of assistance. Current communications technology does not readily enable this.
